I've seen a few variations of this issue in the past couple of days with my client workspaces and my own. Formulas used to refresh as expected when the underlying dependent data in the record was updated.
In some cases (worst case scenario) we had to make an update to the formula metadata in order for it to trigger a refresh. In the more common scenario, we could do a browser refresh and the formula would update, but it would not update by itself.
